Steps:

Inflate 36 linking balloons (6") into 5" and tie together making 18 duos.
Make strings using the created duos.
Make 2 strings with 6 duos (12 balloons each).
Make 1 string using 4 duos (8 balloons)
Leave 2 duos unattached.
Inflate 46 balloons using the 5" standard balloons into 4" and tie together creating 23 duos.
Tie the ends of each string together.
Turn the string into a ribbon shape and add the unattached individual duo.
Repeat the process with the remainder strings.
Use the remaining unattached duo to attach the large strings ribbons.
Attach the small ribbon to the larger ribbon.
Attach the individual duos to assemble the heart shape.
Fill in the gaps using the 4" inflated balloons.
Cut the necks of the linking balloons.
Lastly, stick the "LOVE" foil balloon to the assembled heart-shaped linking balloon.
