Two-tone balloons can be made using a Sharpie marker or paint. Before balloons are inflated, the desired section can be colored in. When balloons are fully inflated, the desired section can also be painted. Using paint seems like the easier option. Clear balloons can also be filled with colored confetti for a blend of different colors.
