In 2001, a group of balloon manufacturers formed a council called The European Balloon Council to spread awareness about environmental concerns, and health and safety issues within the balloon industry. The European Balloon Council (EBC) eventually expanded in 2012 to include party organizations, becoming the European Balloon and Party Council (EBPC). Their goal remains to educate members on various safety issues and to change balloon and party industry standards.

EBPC has a framework of 5 core elements for best practices, which are also a reflection of their code of conduct.
