Foil balloons– also referred to as mylar balloons– are made with polyethylene terephthalate or nylon. These materials have a coating that creates that shiny "foil" look. The ink used to print onto foil balloons must pass CE regulations.
CE is an abbreviation of the French phrase “Conformité Européene” which translates to "European Conformity" in English. The European definition of a children’s toy is “any product or material designed or intended, whether or not exclusively, for use in play by children under 14 years of age”. While most people would not necessarily define a balloon as a toy, it falls under the European definition of a children’s toy whether it is intended for children or not.
You can not clean a foil balloon with water or any type of liquid solution because it will take the print or finish off of the balloon. Bargain Balloons strongly recommends wearing clean gloves when filling foil balloons with air or helium to minimize fingerprints damage to the print of the balloon.
If you are trying to wipe fingerprints off of a latex balloon, you can try to wipe it with a moist cloth and water, however, please be advised, we can not guarantee it will not remove the design off the balloon if there is one. You can also use Hi-Shine to make the whole balloon shiny making the fingerprints blend in with the Hi-Shine.
